Does toilet repair and installation cost change by city?
Yes. The same job costs more where labor and rent cost more. Here's how plumber prices in the biggest US metros compare with the US typical of $100/hr.

Repair if the bowl and tank are sound: a flapper or fill valve ($70–$200) fixes most running toilets, and a new wax ring stops most leaks at the base. Replace if the porcelain is cracked, parts are no longer made, or repairs keep coming back — a standard toilet installed is $350–$1,000.
02
What a toilet repair includes
Most repairs are one part and under an hour of work. The parts are cheap; the service call and the plumber's time are most of the $70–$350 bill.
A rocking toilet or water on the floor often means a failed wax ring or a broken flange. Replacing the flange with a new wax ring costs $85–$350.
03
What drives the cost of a new toilet
The toilet itself sets much of the price. Labor alone to set a toilet you bought is $150–$450; a basic two-piece model supplied and installed is $350–$1,000; a high-efficiency or one-piece model $800–$1,500.
Extras include a new shutoff valve or supply line, flange repair, and haul-away of the old toilet ($30–$200). Ask whether these are in the quote.
04
Moving a toilet
Moving a toilet means a new drain and vent, so it costs $1,000–$6,000 — more on a concrete slab, where the floor has to be cut. It usually needs a permit, and it is often done as part of a bathroom remodel.
05
Save money
How to save
Swap a flapper yourself if you're handy — it's a part-store fix. If you buy your own toilet, ask first whether the plumber will warranty the install. Have the plumber fix a dripping faucet or slow drain on the same visit to save a second service call.

Step by step
Check for a silent leak (free, 10 minutes)
A worn flapper can leak thousands of gallons a year without a sound, the EPA says. This test finds it.
Add colorTake the tank lid off. Put a few drops of food coloring in the tank water.
Wait 10 minutesDon't flush during that time.
Look in the bowlIf color shows up in the bowl, water is leaking past the flapper.
Flush right awayThis stops the color from staining the tank.
Swap the flapperTake the old one, or a photo of it, to the store so you buy the right size. The EPA says to replace it at least every five years. A plumber charges $70–$200.

Water savings: what a new toilet pays back
A newer toilet can cut your water bill. Old toilets can use as much as 6 gallons per flush. The federal limit for new toilets is 1.6 gallons. Toilets with the EPA WaterSense label use 1.28 gallons or less.
The EPA says an average family that swaps old toilets for WaterSense models can save nearly 13,000 gallons of water and more than $170 in water costs a year. Many water utilities offer rebates on WaterSense toilets. Check yours before you buy.

Checklist
Before you buy a new toilet
Five minutes with a tape measure saves a return trip.
Measure the rough-in: from the wall (not the baseboard) to the center of the floor bolts. Most are 12 inches; some are 10 or 14.
Check the space in front: an elongated bowl sticks out about 2 inches more than a round one.
Pick a height: standard seats are about 14.5–16 inches high; comfort height is 17–19 inches.
Look for the WaterSense label.
Ask if the install price covers the wax ring, bolts, supply line and haul-away.
Ask if the shutoff valve needs replacing, and what that costs.
If you buy the toilet yourself, ask if the plumber will stand behind the install.
Ask if your city needs a permit for the swap.

Toilet repair and installation cost: FAQ
How much does it cost to fix a running toilet?
$70–$200 for a new fill valve or flapper, typical $130. Most plumbers price this as a flat small job.
How much does a plumber charge to install a toilet I bought?
$150–$450 for labor, typical $300. Haul-away of the old toilet can add $30–$200.
How long does it take to install a toilet?
Usually 2 to 4 hours, including removing the old toilet. Flange repair or a new shutoff valve adds time.
Should I repair or replace my toilet?
Repair if the porcelain is sound — most fixes are $70–$350. Replace a cracked toilet, or one that keeps needing parts: $350–$1,000 supplied and installed.
How much does it cost to move a toilet?
$1,000–$6,000, because the drain and vent have to move. A concrete slab floor tends toward the top of that range. A permit is usually needed.
How much does it cost to replace a toilet wax ring?
Our price for pulling the toilet, fitting a new wax ring and replacing the flange is $85–$350. If the flange is still good, expect the lower part of that range.
How often should a toilet flapper be replaced?
At least every five years, the EPA says. A worn flapper lets water leak into the bowl. A plumber charges $70–$200 to replace a flapper or fill valve.
How do I know if my toilet is leaking?
Put a few drops of food coloring in the tank and wait 10 minutes without flushing. If color shows up in the bowl, the flapper is leaking. Flush right after so the tank doesn't stain.
How much water does a running toilet waste?
A lot. The EPA says a worn flapper can silently leak thousands of gallons a year. Across the US, household leaks waste nearly 1 trillion gallons a year.
Do I need a permit to replace a toilet?
It depends on your city. Some require one even for a straight swap. Moving a toilet to a new spot usually does, because the drain and vent change. Ask the plumber, who should know the local rules.
These are independent estimates from national cost guides, published contractor price lists, city permit schedules and federal wage data for plumbers. No plumber can pay to change them, so always get a couple of quotes. Last reviewed November 2026. Read the full methodology →
